From supply-chain disruptions and climate disasters to rising geopolitical tensions and energy insecurity, Asia and the Pacific is entering a period of growing uncertainty. For ASEAN, the challenge is no longer simply sustaining economic growth but strengthening regional resilience in an increasingly fragmented global environment.
In this context, cooperation between ASEAN and the United Nations is becoming more important than ever. What was once viewed primarily as a development partnership is now evolving into a broader platform for regional coordination, resilience-building and sustainable growth across South-East Asia.
This shift reflects a changing reality. While ASEAN has made significant gains in economic growth, poverty reduction and regional integration, the foundations of that progress are under increasing strain. Development gaps persist, climate risks are intensifying, and external shocks are becoming more frequent and interconnected.
These overlapping pressures are reshaping ASEAN’s development trajectory. The question is no longer just how to sustain growth, but how to make it more resilient, inclusive and adaptable in a rapidly changing world.
Against this backdrop, ASEAN–UN cooperation is not only relevant but essential. The partnership has a critical role to play in helping the region navigate uncertainty, address shared challenges and accelerate progress toward sustainable development.
Strengthening ASEAN–UN cooperation
The ASEAN and UN partnership began in 2011 with the adoption of the Joint Declaration on Comprehensive Partnership. The ASEAN–UN Plan of Action (2026–2030), now in its third iteration, provides an important framework to guide collaboration across ASEAN’s political-security, economic and socio-cultural pillars. Closely aligned with ASEAN Community Vision 2045 and the 2030 Agenda for Sustainable Development, the Plan reflects the growing importance of integrated and cross-sectoral approaches to development.
As the UN’s regional commission for Asia and the Pacific, ESCAP serves as the UN coordinator for engagement with ASEAN across cross-cutting areas. This includes supporting shared regional priorities, such as climate resilience and disaster risk reduction, sustainable and inclusive economic growth, digital transformation, regional connectivity, labour mobility, gender equality, youth empowerment and stronger health systems. This cooperation is reflected in practical regional initiatives.
Within this broader UN engagement, ESCAP’s support spans several key areas. For instance, ESCAP supported the drafting and endorsement of the ASEAN Regional Investment Promotion Action Plan in 2024 and continues to support its implementation through regular engagement with ASEAN investment promotion agencies, institutional capacity-building and regional knowledge exchange. This work is complemented by efforts to develop investment-ready projects in priority green transition sectors, strengthen analytical tools such as investment mapping and enhance regional platforms like the InvestASEAN website to improve access to information for investors. ESCAP has also supported regional capacity-building on investment promotion and attraction, alongside the annual ASEAN Investment Forum hosted by Indonesia in 2023, Lao PDR in 2024 and Malaysia in 2025, with the Philippines set to host in 2026.
Beyond investment cooperation, ESCAP continues to support ASEAN priorities related to inclusive and sustainable development. This includes technical support for the ASEAN Declaration on Strengthening the Care Economy and Fostering Resilience Towards the Post-2025 ASEAN Community, adopted in October 2024, as well as ongoing assistance to ASEAN countries in strengthening the care economy and women’s economic empowerment.
ESCAP is also supporting ASEAN cooperation on sustainable minerals development through support for the ASEAN Minerals Development Vision, the fourth ASEAN Minerals Cooperation Action Plan and the ASEAN Principles for Sustainable Minerals Development, including through stakeholder engagement, the development of implementation guidelines and technical assistance.
Through regional platforms such as the Asia-Pacific Forum on Sustainable Development and the ASEAN Multi-Stakeholder Forum on Sustainability, ESCAP continues to support dialogue, knowledge-sharing and collaboration on the implementation of the Sustainable Development Goals across South-East Asia and the wider Asia-Pacific region.
ASEAN-UN cooperation also continues to deepen through regular dialogue and coordination between ASEAN member States, the ASEAN Secretariat and UN entities. These platforms help strengthen policy coordination and engagement on emerging regional priorities across ASEAN’s political-security, economic and socio-cultural pillars.
To support implementation, ASEAN-UN thematic subgroups have been established to improve coordination across the UN system and support engagement with ASEAN sectoral bodies. ESCAP further facilitates regular information-sharing between the ASEAN Secretariat and UN entities, including through the “Teatime with ASEAN” briefing series.
Looking ahead
As the international community begins reflecting on the future beyond the 2030 Agenda and UN80, ASEAN’s role in shaping regional and global development discussions will become increasingly important. At a time defined by uncertainty and increasingly interconnected challenges, no country can address these issues alone. Sustained commitment to multilateralism, regional dialogue and collective action is therefore more critical than ever – and this is precisely why ASEAN-UN cooperation is so vital for Asia and the Pacific.
